Consolidated Appropriations Act, 2024

The Marshall Islands and United States entered into a new agreement to strengthen their partnership and cooperation in various areas, including economic development, health, education, and climate change mitigation. The agreement includes several key provisions: 1. Sector Grants: The US will provide sector grants for education, health, private sector development, public sector capacity building, environment, public infrastructure, enhanced reporting and accountability, and Enewetak development. 2. Trust Fund: A trust fund will be established to support the Republic of the Marshall Islands' development efforts. 3. Climate Change Mitigation: The US will provide assistance to help the Republic of the Marshall Islands cope with climate change impacts, including sea-level rise and other environmental challenges. 4. Education Assistance: Additional education assistance will be provided to support the Republic of the Marshall Islands' development goals. 5. Environmental Assistance: Additional environmental assistance will be provided to support the Republic of the Marshall Islands' efforts to improve its environment. The agreement also includes provisions for accountability, including annual audits and a trust fund committee to oversee the use of funds. The Marshall Islands will continue to receive sector grants and federal programs and services beyond fiscal year 2043 at the same levels and subject to similar favorable terms identified in the amendments described in Part 1 of this Agreement. The agreement also includes provisions for joint reviews of the needs of the Republic of the Marshall Islands and its progress in meeting development objectives. The agreement entered into force on October 16, 2023, following completion of internal procedures for entry into force by both governments.
