Brief
THE NATIONAL COMMISSION FOR INDIAN SYSTEM OF MEDICINE ACT, 2020
This Act provides for a medical education system that improves access to quality and affordable medical education, ensures availability of adequate and high-quality medical professionals in all parts of the country, and promotes equitable and universal healthcare.
CHAPTER I: PRELIMINARY
The Act may be called the National Commission for Indian System of Medicine Act, 2020. It extends to the whole of India and shall come into force on a date appointed by the Central Government.
CHAPTER II: NATIONAL COMMISSION FOR INDIAN SYSTEM OF MEDICINE
The Central Government shall constitute a Commission to exercise powers conferred upon and perform functions assigned to it under this Act. The Commission shall consist of a Chairperson and 15 ex officio Members, along with part-time Members appointed by the Central Government.
CHAPTER III: ADVISORY COUNCIL FOR INDIAN SYSTEM OF MEDICINE
The Central Government shall constitute an advisory body to be known as the Advisory Council for Indian System of Medicine. The Council shall consist of a Chairperson and various members, including ex officio Members of the Commission, Vice-Chancellors of universities in States and Union territories, and elected members of State Medical Councils.
CHAPTER IV: NATIONAL EXAMINATION
There shall be a uniform National Eligibility-cum-Entrance Test for admission to medical institutions that grant degrees, diplomas, or licences in Indian System of Medicine.
CHAPTER V: AUTONOMOUS BOARDS
The Commission shall constitute Autonomous Boards to exercise powers and perform functions assigned to them under this Act. The boards shall consist of a President and Members appointed by the Central Government.
CHAPTER VI: RECOGNITION OF QUALIFICATIONS OF INDIAN SYSTEM OF MEDICINE
The Commission shall recognize qualifications granted by universities or medical institutions in India, as well as those granted by medical institutions outside India.
CHAPTER VII: GRANTS, AUDIT AND ACCOUNTS
Grants shall be made by the Central Government to support the activities of the Commission and Autonomous Boards. The Commission may also engage experts and professionals for its functions.
CHAPTER VIII: MISCELLANEOUS
The Act provides for various miscellaneous provisions, including the power of the Central Government to give directions to the Commission and Autonomous Boards, as well as the obligation of universities and medical institutions to furnish information.
CHAPTER IX: POWER AND FUNCTIONS OF COMMISSION
The Commission shall perform various functions, including laying down policies for maintaining quality in education, regulating medical institutions and research, assessing healthcare requirements, and ensuring compliance with regulations.
