The Public Lending Right Act 1985 aims to make payments to Australian creators of books and publishers in recognition of the loss of income from book loans in public lending libraries in Australia. The Act's objects are to support Australian culture by encouraging book creation and publishing. The Minister may approve schemes for payments, subject to eligibility criteria and determination by the Public Lending Right Committee. The Committee comprises representatives from authors, publishers, libraries, the Department of Copyright, and the National Library of Australia. Members are appointed by the Minister on a part-time basis and are eligible for re-appointment.
