Brief
Summary:
On April 11, 2024, the European Parliament and the Council of the European Union published Regulation (UE) 2024/1157 in the Official Journal of the European Union, amending Regulations (UE) 1257/2013 and (UE) 2020/1056 and repealing Regulation (CE) 1013/2006. The regulation, composed of 86 articles and 13 annexes, updates the existing discipline on waste shipments and sets measures to protect the environment and human health, while contributing to climate neutrality and a circular economy. The regulation applies to waste shipments between EU member states, with or without transit through third countries, as well as to imported/exported waste between the EU and third countries, and to waste in transit within the EU. It establishes procedures and control regimes for waste shipments based on origin, destination, route, type of waste, and treatment applied at the destination. The regulation enters into force on May 20, 2024, and will apply from May 21, 2026, except for certain provisions with different implementation dates. The current regulation (CE) 1013/2006 will be repealed on May 20, 2024, with its provisions continuing to apply until May 21, 2026, except for some articles.
