令和６年１月１７日公正取引委員会 1　調査の趣旨　公正取引委員会は、従来から、電力市場における競争環境について実態調査を行ってきたところ、平成24年９月、「電力市場における競争の在り方について」と題する報告書（以下「平成24年報告書」という。）により提言を公表し、平成30年２月、経済産業省電力・ガス取引監視等委員会の「競争的な電力・ガス市場研究会」において、競争政策上の考え方について意見表明（以下「平成30年意見表明」という。）を行った。　また、電力自由化の進展とともに独占禁止法の適用範囲が拡大することを踏まえ、経済産業省と連携し、「適正な電力取引についての指針」を策定し、適時、改定を行うことにより、電気事業法及び独占禁止法上問題となる行為等を明らかにして違反行為の抑止を図ってきた。　公正取引委員会としては、デジタル社会や脱炭素社会において、家庭生活や産業活動の重要な基盤となる電気については、需要家にとって、常に多様な選択肢が確保され、自己のニーズに合った形で電力会社や料金メニューを選択できる利益や、効率化による価格低下等が実現する利益を持続的に享受できることが一層重要になるとの認識の下で、これらの利益を実現するためには、競争環境の整備も引き続き重要であると考えている。　そこで、公正取引委員会は、平成24年報告書及び平成30年意見表明の時点に比べて、市場を取り巻く状況が大幅に変化したことを踏まえ、現在の電力市場における競争環境の実態や制度上の課題等を把握するため、改めて実態調査を実施し、今般、まずは卸分野のうち、発電事業者と小売電気事業者間の取引に係る内容に関連するものを中心に、調査結果を取りまとめた。 2　調査の結果　概要及び報告書本体を参照。関連ファイル (印刷用)(令和６年１月17日)電力分野における実態調査（卸分野）について(99 KB) 報告書本体(5,946 KB) 報告書概要(958 KB) ポイント(566 KB) PDF形式のファイルを開くには、Adobe Reader（旧Adobe Acrobat Reader）が必要です。お持ちでない方は、Adobe社から無償でダウンロードできます。 Adobe Readerのダウンロードへ問い合わせ先問い合わせ先　公正取引委員会事務総局経済取引局調整課電話　03－3581－5483（直通）ホームページ　https://www.jftc.go.jp/
