长春强化对村（社区）巡察工作指导 明确重点督促履责到位 来源：中央纪委国家监委网站 发布时间： 2023-10-12 06:45 分享 中央纪委国家监委网站 郑涵 通讯员 闵征 日前，吉林省长春市委巡察工作领导小组印发《关于加强对村（社区）党组织巡察工作的指导意见》，围绕村（社区）巡察监督重点、不同巡察方式适用情形以及扎实有序推进村（社区）巡察有形有效“全覆盖”工作进行统筹指导，着力提升巡察工作质效。 “此前，我们深入相关县（市、区），对村级巡察情况开展监督调研，从制度建设、巡察重点、方式方法等方面，查找出对村（社区）巡察工作存在的短板，在出台《意见》时充分考量改进。”长春市委巡察办相关负责同志介绍。运用调研成果，一方面，《意见》围绕全面推进乡村振兴、惠民富民政策落实、基层党组织建设、整治群众身边腐败和不正之风等方面，确定24类监督重点，为做好对村（社区）巡察工作明确方向。另一方面，结合村级党组织差异性，因地制宜，因村施策，明确“巡乡带村”延伸巡察、联动巡察、机动巡察等5种巡察方式方法适用的情形。 长春市委巡察机构配套制定对村（社区）巡察工作操作指南，开列重点问题清单，结合对村（社区）巡察特点，简化工作流程，制作工作模板23个。在此基础上，长春市委巡察办采取“按片包保+专人对接”模式成立指导督导组，对村级巡察工作全过程指导督导，提升村级巡察规范化水平。 整改落实和成果运用是巡察工作的关键环节。坚持“当下改”与“长久立”相结合，长春市县两级巡察机构对村（社区）巡察中发现的可以立行立改的问题，及时移交并督促整改。对村（社区）自身难以解决的问题，由乡镇（街道）党（工）委和相关职能部门统筹，自上而下推动落实整改。
